Where to start learning English from scratch
Do not try to learn everything at once. Start with a few things you actually need.

Choose one situation: meeting someone, ordering at a café or talking briefly about yourself. This gives new words context. Start with My name is…, I’m from… and I live in….
Write five sentences about your life. Read them aloud, close the text and try repeating in your own words. If you forget a word, return to the text and try again.
Next time, change a detail: talk about a friend or ask a question. I live in Paris becomes Where do you live? A familiar phrase becomes a communication tool.
Short, regular practice is better than a list you never revisit. Notice what you can say without prompts and gradually add new situations.
